Vehicle offline on WhatsApp: what the desk must establish before sending a technician

In short: Offline GPS tracker diagnosis starts with a definition: a unit is Offline when no message arrives within the agreed interval, judged by the last message. The desk then reads external power, ignition, heartbeats, signal and the last place, and checks for other silent units. Staff approve a technician visit only when the platform, the SIM and the customer's answers leave no remote cause.
A fleet client writes on WhatsApp that a vehicle is offline. Its GPS tracker has stopped reporting to the platform. The support desk then has four possible next steps. It can wait for the next report, ask the customer to do something, check the platform or the SIM, or send a technician. Only the last step costs a field visit.
This article is for heads of support and operations managers at GPS tracking providers. It gives one definition of Offline, the readings to collect, and a table that maps each reading pattern to a next step. It ends with a rule for approving a technician visit. Our article on one offline support case, step by step shows the full case record. This article adds the decision logic for an offline GPS tracker.
Why the visit decision needs a written rule
Many field visits are avoidable. Aquant's 2025 field service benchmark studied nearly 160 service organisations and over 600,000 technician service records. It found that 14 percent of technician visits were unnecessary. The avoidable dispatch rate was 3 percent for the top performers and 24 percent for the bottom 20 percent. This is vendor research across industries, not a telematics figure.
Show the data as a table
| Item | Value |
|---|---|
| Top performers | 3% |
| All organisations (headline finding) | 14% |
| Bottom 20% | 24% |
Telecom has a similar problem. Asentria, a vendor of remote site monitoring, estimates that 17 to 20 percent of telecom operator site visits are "no fault found". The page itself says the share is difficult to determine, so treat it as an estimate.
A tracking provider's platform already holds the unit's message history, and that history usually shows what happened before the silence.

One definition of Offline for a GPS tracker
The desk cannot choose a next step until everyone agrees what Offline means. Public vendor definitions differ widely:
- Verizon Connect's fleet help page calls a vehicle Non Reporting when it has not sent a report in more than 7 days.
- Jaycar's help page for the Nextech tracker says the tracker stops sending updates after the vehicle has stopped for about half an hour. The tracker then shows Offline, so a parked vehicle can show Offline by design.
- Hapn defines Offline as a device that is not communicating with the platform. It says action may be needed after more than 30 minutes offline in areas with known good coverage. For Hapn, Stopped is an online status.
- In Wialon, the Online status includes units that sent messages within an interval. A user sets that interval in the Monitoring tab settings of Wialon's web version. The threshold can therefore differ even inside one platform.
A desk can mix one platform's colours, a report's own rule and a staff member's judgement. The customer then gets three different answers about one vehicle. We suggest that the provider writes down one definition and uses it in every reply, report and daily list.
- Offline: the unit has sent no message of any kind within the agreed interval. We judge Offline on the last message, not on the last position. A unit that sends heartbeats without a position is still communicating.
- Stopped: the unit is communicating, and the vehicle is not moving. A parked vehicle that reports is Stopped, not Offline.
A unit with an old last position and a recent last message is not offline. It is parked, or it has a GPS problem.
The readings to collect when a GPS tracker is not reporting
Collect these readings from the platform before you ask the customer anything:
- The time of the last message and the time of the last position, as two separate values.
- External power and internal battery before the silence.
- The ignition state and the time of the last ignition change.
- The heartbeat pattern between the last position and the last message.
- The place of the last position, with GSM signal and satellites from the last reports.
- Whether other units on the same account, SIM supplier or platform went silent at the same time.
- Any recent change: a configuration change, a SIM change or a workshop visit.
Our guide on identifying the right account and vehicle from a WhatsApp message covers the step before this: finding the right unit.
From reading pattern to next step
Each row below gives a reading pattern, its most likely meaning and the next step. We write "most likely" on purpose, because the same history can come from more than one physical cause.
| Reading pattern | Most likely meaning | Next step |
|---|---|---|
| Recent last message, ignition off, no position change | Parked. The unit is Stopped, not Offline. | Reply with the status and the last place. No action. |
| Online, but messages arrive hours apart while parked | A reporting-mode setting, such as a sleep mode or a long interval | Check the configuration on the platform. Tell the customer when the next report is due. |
| External power falls to 0 V before the silence, then the battery runs down | Power lost at the unit | Ask the customer about a disconnected battery, an isolator switch or recent workshop work. Visit if none applies. |
| Power normal, GSM signal weak before the silence, last place indoors or underground | Poor coverage | Wait for the next report, or ask the customer to move the vehicle to an open area. Set a time to check again. |
| Many units silent at the same time, on one account, SIM supplier or platform | A platform or network cause | Check the platform and the SIM supplier first. Send no technician to these units until this is cleared. |
| Heartbeats continue, but positions stop and satellites drop to 0 | No GPS fix, while the unit still communicates | Ask whether the vehicle is outdoors. Visit for the antenna if positions do not return in the open. |
| Power and signal normal before the silence, vehicle driven since in good coverage | A device or SIM fault | Check that the SIM is active and in credit. Then send a technician. |
| The unit's modem supports only a network that has been switched off | Network retirement | Plan a device replacement. This is a hardware swap, not a repair. |
| No readings, or too few messages to show a pattern | Cannot tell | Staff ask the customer questions before deciding. |
The table describes the provider's process. Staff, not the assistant, choose the next step and approve any visit.
Network retirements by market
A unit with a 2G-only or 3G-only modem cannot report after its operator switches that network off. The desk should know which networks each market has retired. Not every market in our regions has announced dates, so we show the position in a table rather than a timeline.
| Market | What has been announced | What it means for the desk |
|---|---|---|
| Malaysia | MCMC reported 99.3 percent of 3G network carriers shut down by end-March 2022. 2G: we found no announced switch-off date (checked Oct 2026). | A 3G-only unit is unlikely to find a 3G network. Confirm coverage with the SIM supplier before you plan a replacement. |
| Saudi Arabia (operator: stc) | stc announced its 3G shutdown during 2023, expected to finish in Q3 2023. stc keeps its 2G network for voice and SMS. | On stc, a 3G-only unit loses data. stc does not say whether 2G data stays, so confirm with stc before you rely on a 2G unit. |
| UAE | TDRA scheduled the 2G shutdown on Etisalat and du for the end of 2022. It stopped sales of 2G-only devices from June 2022. 3G: we found no announced date (checked Oct 2026). | A 2G-only unit may have no 2G network. Confirm with the operator that 2G is off before you plan a replacement. |
| Egypt | We found no announced 2G or 3G network switch-off date (checked Oct 2026). Since 1 October 2025, NTRA no longer approves or allows imports of 3G-only devices. | This is a device rule, not a network switch-off. New 3G-only units cannot come in. |

When to approve a technician visit
We suggest that staff approve a visit when all four conditions hold:
- The unit is Offline under the provider's own definition, and the agreed interval has passed.
- The platform, the SIM supplier and other units on the account show no shared cause.
- The customer has answered the questions that the readings leave open. Examples are whether the vehicle has moved and whether the battery was disconnected.
- The unit is not a network-retirement case. Those cases need a replacement job.
The technician brief should carry the timeline, the readings and the customer's answers. Our article on what an AI agent should accept as evidence of completed work covers the next step. It explains why each outcome, such as the device reporting again, must be stated separately.
- 1Identify the unitCustomer assistantMatches the plate or device serial within the one account linked to the chat.
- 2Run the read-only checkCustomer assistantReturns the last message, last position, power, ignition, signal and last place.
- 3Build the timelineSystemReads the message history before the silence. A fixed state function sets Offline or Stopped.
- 4Give a 'most likely' verdictCustomer assistantCites the readings it is based on, or says it cannot tell. Is instructed not to promise a visit.
- 5Match the reading patternStaffUse the provider's table: wait, customer action, platform or SIM check, or visit.
- 6Approve the visitStaffOnly when there is no shared cause, the customer has answered, and the network is still live.
- 7Confirm the causeTechnicianFinds the physical fault. Until then, the verdict stays 'most likely'.
Offline triage checklist: what the desk establishes before a technician visit
Use this list for each offline case before staff approve a visit. The first item writes out the two definitions, so that the desk, reports and replies use the same words.
- Definitions in use. Offline: the unit has sent no message of any kind within the agreed interval, judged on the last message, not the last position. Stopped: the unit is communicating and the vehicle is not moving.
- The client account and the unit, matched by plate or device serial within the account linked to the chat.
- The time of the last message and the time of the last position, recorded as two separate values.
- External power and internal battery before the silence, or 'no reading' where the device does not report them.
- The ignition state and the time of the last ignition change.
- The heartbeat pattern between the last position and the last message, including any long gaps while parked.
- The place of the last position, with GSM signal and satellites from the last reports.
- Whether other units on the same account, SIM supplier or platform went silent at the same time.
- Recent changes: configuration, SIM or a workshop visit, and the unit's modem network against the networks switched off in that market.
- The customer's answers: whether the vehicle has moved, and whether the battery was disconnected or an isolator switch turned off.
- The 'most likely' verdict with its evidence, or the statement that the evidence was not enough.
- The next step chosen from the decision table, the staff member who approved it, and the brief sent to the technician.
An example timeline with a "most likely" verdict
The case below is illustrative. The plate, times, readings and places are invented.
On Tuesday at 09:20, a fleet manager writes: "Van DEMO 482 has been offline since last night." The unit's message history shows this:
| Time (Monday) | What the history shows |
|---|---|
| 19:38 | Ignition off at Site B, a basement car park. External power 12.6 V. |
| 19:41 | Last position. Satellites 3. |
| 19:41 to 20:55 | Heartbeats every 15 minutes with no position. External power stays at 12.6 V. GSM signal falls from good to weak. |
| After 20:55 | No messages. |
The verdict is "most likely poor coverage at the parking place". External power was present until the last message, so a power loss is less likely. The GSM signal fell before the silence, and the last place is underground.
The account owner asks whether the van has moved. The customer says it is still parked. Staff decide to wait. At 10:05 the van leaves the car park and the unit reports again, so no visit was needed. Suppose the van had moved into open coverage and still sent nothing. The same timeline would then have led to a SIM check and a visit.
How the AI agent builds the timeline
In Agentra, the system builds this timeline from a read-only lookup on the provider's Wialon account. The lookup returns positions, heartbeats, ignition changes, the last place and the readings before the silence. Anthropic's guide Building effective agents says that agents must get "ground truth" from the environment at each step, such as tool call results. Following that guidance, the verdict cites the readings it is based on, and the assistant says that it cannot tell when the history is too thin.
A fixed state function, not the language model, decides whether a unit is Offline, Stopped, Idling or Moving. The same function runs in chat checks, PDF reports and the daily offline list. A customer and a staff member therefore see the same status for the same unit. The Agentra Telematics solution page shows where these checks sit in the provider's support workflow.
The assistant's access to the platform is read-only, so it does not change device settings or send commands to the unit. It is instructed not to promise a visit. The OWASP GenAI Security Project lists excessive agency as a risk for systems built on language models. It advises keeping permissions to the minimum necessary, and asking a person to approve high-impact actions. A technician visit is a high-impact action, so staff approve it. Our article on what an AI agent should be allowed to change on a device explains why we start from read-only access.
The verdict stays "most likely" because a cut wire, a blown fuse and a disconnected battery can all leave the same history. A technician confirms the physical cause.
How we built this
Agentra Telematics gives the provider's desk the readings, the timeline and the "most likely" verdict in the support chat. It uses one definition of device state in every check, report and daily list. To see how the offline checks fit your own desk, start from the Agentra Telematics page for tracking providers.
Questions providers ask
What does offline mean for a GPS tracker?
Offline means the tracking platform has received no message from the unit within an agreed interval. We judge it on the last message of any kind, not on the last position. Public thresholds differ by vendor, from about 30 minutes to more than 7 days, so each provider should write down its own.
What is the difference between Offline and Stopped?
A Stopped unit is still communicating, and the vehicle is not moving. An Offline unit has stopped communicating. A parked vehicle that still sends messages is Stopped, and it needs no technician.
When should a support desk send a technician to an offline tracker?
We suggest a visit when four conditions hold. The unit is Offline under the provider's definition. The platform, the SIM and other units show no shared cause. The customer has answered the open questions. The unit is not a network-retirement case. Staff approve the visit.
What does it mean when many trackers go offline at the same time?
Many units that stop together on one account, SIM supplier or platform point to a shared cause, such as a platform or network problem. Check the platform and the SIM supplier first. Send no technician to those units until the shared cause is cleared.
Can a 2G or 3G network shutdown make a tracker go offline?
Yes. A unit whose modem supports only a switched-off network cannot report. MCMC reported that 99.3 percent of Malaysia's 3G network carriers were shut down by end-March 2022. The UAE regulator scheduled the 2G shutdown for the end of 2022. Confirm the network status with the operator. Then plan a replacement job, not a repair.
What should a support desk check before sending a technician to a GPS tracker that is not reporting?
Collect seven readings from the platform first. Record the last message and the last position as two separate values. Check external power, the internal battery, ignition and the heartbeat pattern. Note the last place, with GSM signal and satellites. Check whether other units went silent at the same time, and whether anything changed recently. Then ask the customer the questions that the readings leave open.
